You can file a writ with regards to such discrimination directly in the High Court.

You can file the writ on the ground of violation of art 14 21 and 19.

You are advised to contact a local advocate who handle service matter to file the case.

1. if there is gross decoration of your ACR with other similarly circumstances employeeS then the actions of your employer is amenable for judicial review.

2.So check your service rules and seek legal grievances beofre the CAT or the high court.

3.if you divulge further details then I can advise further including merit in your case.

The Scheme would be known as "MODIFIED ASSURED CAREER PROGRESSION.

SCHEME (MACPS) FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES. This

Scheme is in supersession of previous ACP Scheme and clarifications issued there under

and shall be applicable to all regularly appointed Group "A", "B", and "C" Central

Government Civilian Employees except officers of the Organised Group "A" Service.

An Screening Committee shall be constituted in each Department to consider the case

for grant of financial upgradations under the MACP Scheme.

The recommendations of the Screening Committee shall be placed before the

Secretary in cases where the Committee is constituted in the MinistrylDepartment or

before the Head of the organisation/competent authority in other cases for approval.

ln order to prevent undue strain on the administrative machinery, the Screening

Committee shall follow a time-schedule and meet twice in a financial year - preferably

in the first week of January and first week of July of a year for advance processing of

the cases maturing in that half. Accordingly, cases maturing during the first-half (AprilSeptember)

of a particular financial year shall be taken up for consideration by the

Screening Committee meeting in the first week of January

You may clarify the same in respect of your case from your higher authority and confirm your status accordingly.

You may also get the information through RTI act about this after which you can think of initiating necessary legal action by due process of law, if necessary.
