1. Well, ad hoc appointments since often give rise to nepotism and corruption is disdained by the court of law.
2. If it si stop gap arrangements then it can be done but it must fulfil the minimum criteria for the post of Principal.
3. it is true that seniority alone is not the sole factor in promotion as along with the skill plays no less an important role.
4. however for such supersession the minimum criteria for promotion can not be overlooked.
