I want to know where to complaint about copying the journal papers?

Any web site is there? How to proceed legally?

if author tries to publish an article in a journal that is verbatim copy of an article published earlier in another journal you must immediately inform the editor of journal where copied article was published

2) the editor can write an article highlighting the plagiarism

3) also inform the association where author is member regarding the mis conduct of the author

1. The violation of copyright is a civil wrong for which suit for injunction and damages can be filed in the court of district judge.

2. Only the court of law has right of adjudication and no other authority.

3.So first send him a legalnotice of desisting from violating the copyrights and if he refuses to do so then you can file suit for injunction as advised above.
