• Medical college penalty

Sir i have taken MD course in private medical college in telangana state under convener quota from kaloji narayana rao health university warangal. Now i want to cancel the seat and pay the said amount of 5 lacks as penalty to university and join dnb. When i approached the university to pay the penalty i was told to forward the same to the registrar of university through the principal of the college where i have taken the admission. The management of the college are demanding fees of 21 lakhs to forward the application. In the prospectus its given yhat that a candidate can cancel the admission buy paying 5 lakhs to the university. 
"All the candidates including service candidates joining the Post Graduate degree, diploma courses should execute bond on a stamped paper of Rs. 100/- value as prescribed in Annexure-II to the effect that he / she will complete the prescribed period of training or in default to pay Rs.5,00,000/- (Rupees Five Lakhs only) to the University and shall refund the amount received as stipend upto that date to the Government."
But the university is not accepting the DD for 5 lakhs directly. Please advice. I have to report to dnb with releaving letter by 17/6/2017

1)complain to the registrar of university against the private medical college refusal to forward your application and demand of Rs 21 lakhs

2) if registrar refuses to take any action file writ petition in HC to direct university to cancel your admission by accepting Rs 5 lakhs as mentioned in the prospectus

1. Since time is short meet the Vice Chancellor of the university.

2.You can complain to the education minister also to seek his intervention.

3.You have remedy for sure through the consumer from but the problem is it will take time.

If the college is demanding Rs. 21 lakhs for forwarding the same to the university, ask them to give it in writing so that you can take legal action against the college for this illegal demand.

You can also write to the university registrar about this exorbitant demand made by the college authorities hence to accept our penalty amount directly to the university.

If you dont get a proper response from the university you can file a writ petition against the university before high court demanding relief and remedy.
