Legal Heir Certificate is only issued from revenue office of the district to identify a particular deceased persons living heirs.

In Bombay if person dies intestate leaving immovable property you need letters of administration from Bombay high court

LHC would not serve the purpose

Such declaration need not be registered at all.

So if the affidavit is done before the magistrate then it is alright.
