Sale of property bought in third party name.

I am the secretary of my society. There is one flat in my society. It was actually bought by one Mr. S Gupta for his sister Mrs. Chopra However the flat was bought in the name of Mr. Uberoi who was an employee of Mr S Gupta. The money was paid by Mr. S Gupta, but the flat was bought in the name of Mr. Uberoi for Mrs Chopra. Mrs Chopra has been staying in this flat since the flat was bought for her by her brother Mr S Gupta. Now Mrs Chopra wants to sell this flat and buy a flat in her name with this money. Mr. Uberoi is hesitant about taking the money into his account as he is not the actual owner. At present he is no longer an employee of Mr S Gupta.And the original papers of the house are also lost. Mr Uberoi also states that he does not want the money to his account. He states that he would give the power of attorney to Mrs Chopra to sell the flat and to buy a new house with that money in her name. Mr Uberoi does not want the money in his account as it was not he who paid for it. Therefore please advise what steps to be taken. This flat was bought in 2006.
