Competent Authority and Legal Action

Dear Sir, I and my brother jointly owned an agricultural land ( Sr. No. 92/2a) in Kandaganoor village, Muddebihal Taluk, Bijapur District of Karnataka state. My brother has borrowed crop loan from Primary Agricultural credit co-operative Society of Kandaganoor village without my consent and without my knowledge. I submitted RTI application to the secretary, Primary Agricultural credit co-operative Society of Kandaganoor village, but they rejected my application stating that Primary Agricultural credit co-operative Societies are not coming under RTI act. Orally the secretary of the Primary Agricultural credit co-operative Society is telling about the loan but he is refusing to give the things in writing. It is not mentioned in the RTC of the property, Is it legal to barrow crop loan from Primary Agricultural credit co-operative Society on a joint property without the consent and without knowledge of all owners? If one person (owner) of the joint property barrowed the loan, what legal action should be taken? Who are all becomes the party in that case? Will it be a civil case or criminal case? How can I get information about the crop loan taken by my brother? To whom, I need to contact? What is the way of seeking the information of loan amount, loan date and related documents? Pls. help me in this regard.
