Procedure for late registration of death through court

My grandmother died on 01/09/2003. My father pre-deceased her in a road accident on 01/01/1990. There is a property in my father's name. Now we would like to get it transferred to my mother's name. In the legal heir certificate that we obtained after my father's death my grandmother's name is also there. Now while trying to change the property to my mother's name, they are asking for my grandmother's death certificate, which has not been registered yet. When we approached the registrar office they told that since it has been more than 13 years, we can obtain it only through court order. Kindly let know what is the procedure for that. We do not have anything with us...regarding our grandmother's death...she died of old age (89 years) and at home...we do not have neither the burial ground receipt nor any ration card specified with her name...because she was living for nearly 10 years with my aunt and not in her native village..and died in her residence itself....Kindly guide as to what could be done...
