Tamil Nadu Rent Court controller or appellate authority powers to recover arrears of rent

The Tamil Nadu Buildings (Lease and Rent Control) Act, 1960 Act No. 18 of 1960 2. Definitions. [(3) "Controller" means any person appointed by the Government by notification, to exercise the powers of a controller under this Act for such area as may be specified in the notification;] Since the rent court passed eviction based on TN Buildings (Lease and Rent Control) Act, 1960, Appeal filed by tenant will be governed by Tamil Nadu Buildings (Lease and Rent Control) Act, 1960 as provided under Section 47 (2) of new Act TNRRRLT on 22 February, 2019. My question please? Does the controller or appellate authority, of rent court currently, has power to recover arrears of rent at the moment irrespective of the appeal petition based on old law and / or new law? Does the controller or appellate authority of rent court currently, has powers to attach the movable and immovable property from the tenant for the arrears of rent?
