Tenant rights to question regarding maintenance issues

As a tenant when i am paying the maintenance to the welfare association of my apartment and then if i don't get proper facilities, then to whom should i ask or am i not eligible to question the association?
My association is asking me to talk to my owner. When i called my owner, she and her husband said that, " you are paying me rent and issue regarding the house we will reach out to you but you are not paying the maintenance to us, so you have the right to ask the association itself, we cannot come or call everytime and talk with the association. And they gave me an advice to exercise the right to question the association to get the things resolved ".
However, during the General Meetings for the welfare of the apartment when i tried to ask they said no tenant is allow to come to the meeting.
So, don't tenants have any rights to participate in the meetings when conducted every 4 months or 6 months. I don't want to be a part in the committee or association members meeting but atleast general meetings where the tenant can ask regarding maintenance issues?
