Non formation of Association of residents in a gated community and charging of arbitrary maintenance by the developer

Ours is a gated community of around 1,000 plots in Bangalore under the name of Canterbury Castle. Most of the plots are vacant and many of them are owned by the developer. Developer is neither forming the residents association nor he is giving any accounts of the amounts spent by him on maintenance despite lapse of more than 15 years.. He has arbitrarily increased the rates of maintenance and debiting interest also to the plot owners. Most Plot owners are paying property taxes directly to the corporation. Developer is not handing over the streets and common areas to BBMP and as such, we residents are not getting any services from BBMP for taxes paid by us. Please let us know :- 1) Can developer charge any amount he wants as maintenance from plot owners without submitting any accounts and without forming any plot owners' association. 2) Most of the plot owners are distantly residing and are not acquainted with each other. Developer is not interested in forming any association. What is the remedy available with the plot owners? Are plot owners bound to meet his unreasonable demand of maintenance all the time in future? Whether the demand of the developer on account of maintenance claimed from plot owners may be time barred. If so, what is the limitation period?
