Builder delay on possession and unrevealed maharera covid Extension

I have my 3bhk flat purchased in Pune, Maharashtra in last year October. The builder promised us possession by Jan 2023 which is also his Rera deadline, and has mentioned the date in agreement for sale as July 2023. Now his progress of work is very slow and has deducted 100% money from me. From somewhere I came to know builder has 2 covid force majeure extension of 6 months each, so ultimately he can complete till Jan 2024. Upon questioning him the same, he agrees to have 1 year of grace extension but says he hasn't applied for it, as he would have to pay fees even for covid extension which I doubt, because the orders from government says that the extension will be automatic for projects having future completion and fees to be waived off. My query is that, if I want to raise a Rera complaint for interest compensation on delay based on the agreement date after July, will I be successful or does his covid extension of 1 year apply on my agreement date too and void my complaint? I'm unsure of his covid extension claim as I'm not able to verify and his rera project details on site are also confusing. He mentioned 2 dates for completion where one is of year 2024 and other being 2023.
