Revenue Authorities failed to provide a road to my plot allotted under a Kerala State govt scheme

A poor man, load worker had been allotted a land about three cents she being landless and below poverty line by the Kerala state government in 2014. There after in the year 2018 hey had been sanction and amount of rupees 4 lakhs for the construction of a house at the land allotted early under the scheme of life mission. When the house was started to construct the total area was open and all the building materials were brought through that open lands open ground which was later fenced by the owners of the land and even the landlords of the open land not permitted to pass through their land. By the time the house was constructed up to the roof selling with concrete. When the poor man approach the electricity board for electricity connection the y asked for the road to direct the erect the poles to give domestic connection. Then only the house owner realised that there is no official Road to the plot side for the where the other two beneficiaries were also allotted plots by the government. Because of the non availability of road the house could not be plastered and electrified and also could not occupy the house for the past 5 years and living in a rented hut with his wife, 3daughters and aged mother without much climate protection. Represented many times and many levels including to the Chief Minister of Kerala. But till date no response was given by anyone of them. Now, the poor man is fallen on bed side by his old aged mother. The poor family has no way to file a writ of mandamus. How I can legally support them? I am a charitable minded person to support them through some social aids. Please guide me how better the poor family can be supported. Thanks.
