Landlord tenant conflict

I shifted recently in a rented accommodation in Noida the source was through a broker.The Broker and owner both did hide the fact that the power capacity of the flat is 2KW for main + 1KW for backup.Now i am unable to use basic facilities like geyser, AC and any heavy power equipments due to more power capacity.The landlord has refused to increase the capacity of the power of the flat even after request. Which sections can I impose on landlord on these grounds for initiating a notice and steps thereafter. The problem started exactly on 3rd day of shifting as we did not use any equipments prior to the 3rd day keeping ourselves busy in shifting and arrangement of house. This kind of act directs towards 1) Breach of Trust 2) Wilful misrepresentation of facts 3) Mental Harrasment 4) Physical harrassment caused in hustle of shifting to me and my family 5) Fraud 6) unfair Rent on basis of facilities not being provided as promised 7) Basic Right to essential services like Electricity is not provided
