Transfer fee liability

Dear Sir/Madam, I have queries with regards to transfer fee for a buyer who purchased flat from the first owner, prior to society formation: 1) I purchased my flat from first owner in Sep 2010 soon after receipt of OC. For this purchase, builder issued proper NOC after which only the agreement was executed 2) In Nov 2010, society was formed. 3) I have been paying maintenance to Society regularly since purchase. 4) Society was under administrator for several years and hence refused to give share certificate inspite of reminders. 5) Now after 13 years, society is demanding transfer documents signed by first owner and us. Also asking for a transfer fee of 25,000rs to be paid for releasing the Share certificate. My questions : >> is point 5 correct? Are we liable to pay the society transfer fee even though we had purchased this flat before society formation? >> what happens if first owner is absent or is unreachable as it generally happens? >> if society is making a false demand and withholding our share certificate, is there any regulatory/compliance body we can complain to in order to get our share certificate?
