Regulariasation of ULC land.

Respected Sir, We the members of the Arvindnagar Welfare Association submit that we purchased the housing plots in an approved layout (Total 81 Plots) during 1999 situated in Sy. No. 135/P, Kismatpur village, Rajendranagar mandal, R.R.District. We applied and paid more than Rs. 50 lakhs(Full amount) to ULC Dept., for regularization of our plots (57 Plots) under G.O.Ms No. 747 dated 18.06.2008. We have submitted all the copies of Registered sale deeds and link documents along with our applications to ULC dept, as necessary in 2008. We submit that all the clauses stipulated in G.O.Ms. No. 747 dated 18.06.2008, are fully met by the plot owners and we are entitled for regularization of our plots. More than 14 years lapsed, but our plots have not been regularized, so far. We came to know that against the total surplus land of 18414.69 Sq.m, (81 plots) an area of 12890 Sq.m (51 plots plus roads) was handed over to HUDA vide G.O.Ms.No. 972 dated 02.08.2008 on 16.09.2008 without giving any prior notices to the Registered plot owners. The balance 5524.69 Sq.m (30 plots) is retained with ULC Dept. It is pertinent to mention here that allotment of land was made to HMDA after 45 days from the date of issue of G.O.Ms No. 747 dated 18.6.2008, therefore we the plot owners entitled for regularization of plots under Clause(b) of G.O.Ms. No. 747. We the association members requested the District Collector & Chairman of the Screening Committee of ULC lands, R.R.District to regularize the plots to the applicants who paid ULC fee. After thorough verification of all the records of ULC, Registered Sale deeds and link documents of the applicants, the District Collector & Chairman of the Screening Committee of ULC lands, R.R.Dist., directed ULC Dept., vide letter dated 22.04.2013 that “ ULC may report to CCLA that the applicants are eligible for regularization, but the land (12890 Sq.m) was erroneously handed over to HUDA in 2008 despite 3rd Party interests created as far back as 1999. Regularisation can be considered only when G.O.Ms.No. 972 is modified. So ULC may examine if any action can be taken against declarant who deceptively sold away the land. Kindly give your opion whether we the plot owners get regularised our plots or not?
