Commercial activity in an apartment

Hello, I purchased a flat in Bangalore about 8 months back; the apartment comprises of ground floor parking and five floors (each floor has one 2BHK and one 3BHK flats); out of these five floors the municipal corporation has approved the building plan only for 4 floors(only for residential purpose only) which means the 5th floor has been constructed illegally. Everything was fine until one fine day I was informed by the apartment security that the first floor has been sold(both 2BHK and 3BHK together) for a textile warehouse. Having a textile warehouse in an apartment would pose big danger; incase of fire in the warehouse the people staying in the apartment will not be able to escape - the apartment lift and the stairs have to pass through the first floor. Right after the registration of 1st floor was done, the builder got all the machinery to demolish the internal walls to make a godown; the noise and the vibration was unbearable. I resisted to have the commercial activities in an apartment, spoke to the builder. Builder was too arrogant and claims he can do anything as he wishes and have lot of money to buy anybody and threatened me of dire consequences if i come his way to the extent of throwing me out of the flat. With the builder's greed and having not cared about the wellbeing of the occupants, i have taken a legal route by sending a legal notice to the builder and all other parties(municipal corporation, revenue department, Municipal Task force, commissioner, Joint Commissioner etc). Although the registered post was accepted by the builder but there is no response from him, after waiting for 15 days i spoke to the advocate and again the advocate mentioned that he would serve one more notice with the time period of 15 days for him to respond and take action otherwise the matter would be taken to the court. I have few queries with the said problem. 1. Even after serving notices to govt bodies no action has been taken by them so far, in fact I reported the matter to the municipal corporation by lodging a complaint in their app and sent an email to the Commissioner as well who responded the same day asking the JC to take an action. 2. What legal options can i explore further? 3. Since its a conflict between by rights and builder with heavy arm, what could be the outcome if the matter goes to the court; the sanction plan and even the EC clearly states that the building is meant for residential purpose. 4. Incase the heavy arm wins the case, will the municipal corporation converts the entire apartment as commercial and have an impact on the property taxes, electricity / water meter charges month on month basis. Kindly note, i have not sent the notice to the buyer of the first floor but to the builder for transforming the first floor to commercial as he got the work by demolishing the internal walls.
