Cooperative service society asking 2 lk for transfer of share certificate and issuing NOC to new mem

City: Ahmedabad, Gujarat Locality: South Bopal We asked them for NOC before transfer of flat and they said to go ahead with the sale as no dues were pending and any loan was not involved in the process. however, now they are demanding 2lk for transfer of share certificates to new owner (50k as transfer fees and 1.5lk as development fees) and issuing NOC. we had also written them a letter for same with all the necessary documents attached, but they havent replied since 8 months. We have already contacted registrar regarding this issue and have been given a hearing date, however I would like to know if NOCs are mandatory for sale of property in a cooperative housing service society and if there are any sources stating it is required or otherwise. Also, the bylaws have no mention of 2 lk rs and (can only collect 500 rs) as charges that society can demand. I dont know how the society is asking for 2 lk rs. They have sort of got an approval from society members in an AGM. I want to know if this decesion of theirs will hold against the gujarat cooperative service soc laws of not charging any amount for transfer of shares and if I am right being stubborn about not paying this heft amount.
