Inheritance of property (real estate) by foreigners

Hello, We are currently dealing with my late mother’s estate. She owned two properties - an apartment and a portion of land with some dwellings. She has left behind a Will designating the property to her children - one of them resides in India currently, whereas the others live abroad. As it is more convenient, my sister living in India intends to apply for the Legal Heir Certificate on behalf of all of us by listing our names in the Application. My question is regarding the land property - if the Will sets out how many acres of land is being left behind to each child and the location of that portion of land, then can each child deal with their share individually, without the No Objection Certificate from the siblings? On the other hand, if the Will is not clear about each portion, then can all siblings apply on consent for a Partition Deed? And is this process quicker/simpler than a Partition suit? The properties are located in West Bengal. Any advice would be greatly appreciated as it is difficult to find this information from outside India. Thank you.
