Specific performance suit & double selling of land

I bought an agricultural plot of land in March 2004 where I paid full consideration & An Agreement to Sale was executed & notarized. This plot was sold to us and almost 100 other plot owners as per a notarised layout prepared in 2003. That time I was told that due to state government notification in respect of execution of sale deed it will be executed after there is amendment in notification issued by the Govt. After that in October 2004 MIDC reserved the land for an IT Park & till date it is still reserved but not acquired by MIDC. We made several requests to the developer to register the sale deed but he kept on saying we cannot register the plot due to reservation. In October 2020 he apparently sold the same plot by making a new layout with a new plot number & sold it to another person & even executed An Agreement to Sale where stamp duty was paid & possession was given. (Sale deed & 7/12 is pending) . We complained about this in police and registered an FIR against the developer in Aug 2021 (developer is absconding as he has cheated many other plot owners) .We also filed a Specific Performance Suit against the developer in 2022 The new buyer has started construction on the plot . What should I do now & how can I stop the construction & get the land registered in my name.
