Queries on maintenance

We have around 380+ units with around 10 blocks in our community. Where 60 are EWS units as per builder and rest are regular units. When coming to maintenance calculation, we have went to online surveys where sqft method won with 40+% (255 voted out of 384 units) majority out of 3 options (Flat, Hybrid and sqft). As individual majority 50% is not received, SGM is conducted with Hybrid and Sqft method where Hybrid won with 68% (172 voted out of 384). Sqft method supporters denied to pay hybrid charges and paying on sqft (almost 30 out of 60 still paying on sqft. Others due to penalty pressure paid on hybrid). Now below are few of my questions. Note: Our society is registered and have bylaw which is approved by on 34 elected members. Q1. Is there any rule exist for EWS units with respect to maintenance ? Q2. Now penalty imposed for 6 months crossed 3000 Rs and above. Due to compound interest within 2 years , we end up with 30000 Rs. Already legal suit is filed and association also cut down power backup. Now is there any limit for penalty charges per annum in this case ? Q3. Can we claim any deformation or take any action when DG is disconnected while we are processing legally ? Q4. We are excluded from member list and removed from voter list and AGM meeting. Is this right approach by association ? Q5. People claim that when amenities are common why should big flat owners pay more, same way at the time of purchase builder said sqft based maintenance. After forming association, considering majority, if this way EWS units are treated then do we have any legal point to get our rights ?
