Illegal encroachment of property.

We have constructed a 2 storeyed house in a DTCP land we bought a decade ago. Construction started in early 2021 and outer structure along with compound was completed in September 2021. A bigshot in the panchayat bought the adjacent plot in the west side sometime in october 2021. He owns 2 other plots west to the land he had recently bought all from the same resendential classified DTCP layout and the plot adjacent to the layout where he has been operating a granite factory/showroom for more than 2 decades. Now this man combines all 3 DTCP plots and starts constructing a huge 25 ft height commercial shed and gets into argument with my father that we have encroached 2.5 ft into his newly bought land on our west. My father disagrees and offers to meet the land surveyor to confirm that he has constructed our house in our land limits. Fast forward to Jan 2022 when the whole family was out on a pilgrimage said man demolishes the west compound wall of our house. When we confronted him he kept saying that he has taken possession of his rightful land. The panchayat office is right opposite our newly constructed house and the panchayat head convinced my father not to file an FIR amd that be will sort out this issue. Panchayat head ordered both parties to halt construction until surveyor can establish boundaries. But it came to our notice that he had secretly given a go to continue construction of the commercial shed. For which he said that we can also continue our work but do nothing on the disputed west side. In June 2022 the neighbour illegally constructed a compound wall in our west leaving just 10 inches gap from our house when in reality we have 3 feet width of our land left. After confrontation that led to physical assault from their side a police complaint was lodged and this time the panchayat head intervened and asked us to go to court instead of making an issue. It came to our notice when we checked the EC of all the plots in question that his original granite shop land was actually 30ft width in a 1984 document but he had wrongly registered it as 32.5 ft in 2003 and obtained patta. Since he bought the adjacent plots too he is encroaching 2.5 ft in our land. We have sent complaint letters to BDO, panchayat and Registration office asking to cancel fraudulent patta, reason for allowance to build commercial space in residential DTCP plot and to take action but to no avail. How to proceed further?
