Can Apartment Association disconnect BESCOM electricity & prevent construction workers from working

I have recently purchased a residential villa-ment in a small gated community. The villa-ment is bare-shell so construction activity is ongoing for flooring, plumbing, painting, woodwork, etc. We have tried our best to cover the premises so that dust and debris do not fall out, but some neighbours have constantly complained about one small issue or the other. Today the husband of the Association president instructed the electrician to cut off the BESCOM power to my apartment, which was only restored after a lot of requests and arguments. Further, said person has threatened to cut off my electricity again and not allow the workers to enter my apartment complex to reach my apartment and continue the work. The association electrician and security personnel just listen and follow these directives from some of the existing residents without question. Currently these actions are not mentioned in the bye-laws, but on mentioning the same, the said person threatened again to pass a circular to this effect and/or change the bye-laws through majority voting. My question - Are these actions (stopping electricity or water, or preventing access of my apartment to my designated workers/helpers/guests, etc.) by any individual or even the association Management committee legal or not? Can these be enforced with a change in bye-laws or are still illegal as per laws of the land? Need some guidance to stop this harrassment. Pls note that all maintenance charges have been paid to date.
