2 Wheeler parking space in Apartment Basement

Dear Sir / Madam, I have purchased an apartment from a reputed builder, who already has messed up the parking space allocation for many residents. Earlier the issue was the size and location of parking spaces. And, Now we have a new issue of 2 wheeler parking space. Let me explain how it is interconnected! a. One car parking will accommodate only a hatchback/ sedan. Only in a rare case a SUV can be parked. b. There is absolutely no space allocated within this parking area for 2 wheelers, allowing the residents to park their 2 wheelers in common area. c. The residents often are in scuffle with each other while parking their 2wheeler in common area, as every resident wants to park their vehicle close to the basement elevator. d. RWA is not taking a decision in this matter and blaming the builder. e. There is no restrictions on how many 2wheelers to be owned by a resident. (few have upto 6 vehicles per apartment) How do everyone come to standpoint in resolving this issue and who is to be blamed here ? What is the number of 2 wheelers to be owned by an apartment resident ?
