Roght of bharatiya in thika tenant property

My father, grandfather and at present myself residing at kolkata in a thika property for more than 60 years. My last rent was 100 rupees. In 2019 he takes no objection certificate from all bharatiya and In mar 2020 my landlord make an agreement for shifting and write down in between 11 months he will provide the same quantity of area belongs to bharatiya after constraction g+2 building. But for corona pendemic still now we dont get the position because delay in work. At present landlord making an agreement as bharatiya providing agreement in which he is asking for 4 months advance and 2200 monthly rental for 170 sq feet of my house with all new terms and condition as per new bharatiya. One more thing the construction he has made with a promoter with 50/50 basis, ground and half portion of the 2nd floor of building belongs to thika tenant and entire 1 st floor and and half of the second floor with promoter. Before we dont know about WB 2019 thika tenant act. In initial agreement he doesnt says about that much of increased rent. What are the right the bharatiya have? Can we take legal action to thika tenant and promoter who cheated bharatiya.
