Formation of an Association in an Apartment

In an apartment in Bangalore there's Block A and Block B. Block A is owned by the Land owner and Block B belongs to the builders. There is a split of 50:50 ownership between the Land Owner and the Builder. These two parties joined together to build one aparment consisting of 7 houses. In Block A the Land owner owns 3 houses 2 of which he has rented out and one house the land owner resisdes in himself. Block B has 4 houses and is sold to 4 different owners by the builders. It's been a year since the apartment has been completed and the Land Owner refuses to form an Association while the 4 owners in Block B want an association to be formed. The builder failed to form an association at the begining. The Land Owner also makes decisions for the whole apartment without consulting anyone and says that his word is final. He also refuses to hold meetings so that people can come to an understanding. Till now the maintainence amount which is being paid by the 4 owners in Block B and his 2 rentors in Block A is being transferred to his own personal account. Is the land owner entitled to behave in this manner?
