Roof Rights And Terrace Lock

I would like to know if a builder floor in delhi has two sides I.e. front side and back side which is the part of same building. It has common entry and common parking space along with common lift and stairs which leads to open terrace space. The terrace is decided in to two parts by builder I.e. front and back side. In my sale deed it is mentioned that I have purchased this flat at 2nd floor which is below top floor back side without roof rights. Though I have rights to go on back side terrace for water tank and tv antenna maintenance. But in my sale deed nothing is mentioned about front side terrace rights. But both front side and back side top floor owner are claiming that they have purchased their flats with roof rights. Thus both gates of front and back side terrace are kept locked. We are not allowed to visit terrace to enjoy peaceful open sky space. Since in my sale deed nothing is mentioned about front side terrace rights do I have any rights to visit front side terrace via common stairs which is leading to terrace area?
