Can bank auction illegal property under SARFAESI act?

I recently bought one bank auction property dated 17th Feb, 2022 from Union Bank of India, Bidar Branch in 18 Lakh rupees(including expenses) Before bidding I could verify running EC from SRO-Bidar, mutation, digital khata from panchayat, taxes paid to government, and original bank documents shown to us had NA & Layout approved. So, I went ahead and bought the property and was able to successfully register in Sub registrar office. Now, while my mutation & digital khata is in process by Panchayat (which usually takes 30 days from date of application), I went to BUDA(city urban development authority) office to get permission to build G+2 house. BUDA asked me to bring original copies of layout you may have so they can confirm. And to my surprise, BUDA informed me that given layout is not approved in their system and whatever draft layout submitted at the office years ago had only 97 plots.In fact land owners tweaked the layout to add more plots in it and that too on a City's 100feet road passing through the layout. Thus making my purchased property having plot#110 completely illegal and in fact it's a city major road what bank auctioned. BUDA has provided endorsement certifying layout in question was not approved by them. I visited Panchayat as well, and as expected, they had no idea of 100 feet road on the site that makes all the sites in the lane illegal. When I asked they simply said, we are not authorized for layouts by BUDA. If it is illegal they will demolish irrespective of our records. As I understand, even under SARFAESI ACT "AS IS WHERE IS WHATEVER THERE IS AND WITHOUT RECOURSE BASIS", how can bank auction illegal property, or I would say just forged papers. It is clear fraud as land is not owned by the bank itself and they are auctioning it publicly with forged documents. Bank simply cannot auction forged documents on the pretext of SARFAESI act, does our Indian law approves such act? I visited branch several times, written email to banking chief grievance officers & ombudsman , no response since past 12 days, they have not even acknowledged my emails. Branch manager says AS IS WHERE IS... I asked but Where it is?? It is public road. I have invested my hard earned money in this plot, please suggest best course of action to recover the money from the bank. 1. Shall I go to local police station to file FIR for fraud against the bank officials 2. Shall I file Case against the bank in Consumer Court, as I feel I'm a consumer here and seller is selling what he doesn't have, and I'm not getting possession of it? 3. Shall I file case in DRT? 4. Shall I file case in Civil court , if yes, under what act or rule? May take years for final verdict. 5. Shall I reach out to RBI? Kindly suggest.
