Shamiate deh in my possession for the lat 40 years

I am a resident of a Village / rural area. In the year 1988, a decision was taken by the village elders regarding the partition of Shamilat-e- Deh (Jungle spread around the village) into four equal parts so that each Mohallah out of four may get its share of common Land lying in its direction. It was also decided that each Mohallah will further manage to distribute the land in equal proportion among the total number of families belonging to that Mohallah. As a result of this partition, some miscreants are intimidating and threatening my family to close the Main Gates and not to step out of the home in that direction because the adjacent property to my home had become part of their Mohallah in the so-called Taqseem-e-Shamilat. They belong to other Mohallah and their houses are situated far away from my home. This property is in my possession for the last 40 years. This number is Shamilat-e-Deh. My entire family consists of 60 persons residing in the disputed land. My question is whether the village elder can allow my property to another Mohallah without my consent? Do they have some power like this? Do I have to file a suit in the civil court or write to the concerned Deputy Commissioner for necessary interference? please guide me in the light of the rules on the subject.
