Khata Transfer

My Father F purchased the property in the year 1982, at that time the sale deed was done in the name of Father F, B1 ( Brother 1 ) who was aged 19, B2 ( Brother 2 ) aged 14, Father F had 4 sons B1, B2, B3 and B4. In the year 2002 Father F expired without a will, and since then the Khata was not transfered to either Mother M or any one else,, Since 1995 B1 and 1999 B2. is not staying in that house, till 2002 all taxes were paid by my Father F1, we M, B2, B3, B4, have been trying to come to a conclusion to either have a partition deed or pay the share to B1 as per market Price less 30%, for which he is not agreeing,, from 2010 the taxes and taking care of mother M is all done by B3, B4, B1 owns 3 to 4 property, now we want to build a floor which is G+1 right now and property Size is 40*60,, for that we need government permission,, for that a khata has to be initiated in the name of either Mother or Son, My question is 1. Can i transfer the Khata in the name of B3 and B4 2. can i transfer the khata in the name of Mother M 3. we have also taken the share of B2 and release deed has been registered
