POA for property sell in Bangalore

Hello All, Thanks for your time in advance. Me and my wife, both own the flat in Bangalore. We want to sell the property. We go POA from Laywer in Bangalore, me and wife signed and registered in High Commission of India in London. We then did send that to my father-in-law (as POA assignee) to Bangalore. He went to sub-registrar office yesterday and they said we have to pay 5% stamo duty + 1% processing fee. I read some info, and anyone who is not blood relative has to pay 5%, confuse as how stamp duty can stop from fraud being happening. Anyways. I want to know, what are the option for me - as wife 5% may be get waived as she has send to her father. 1) Can I send separate POA for my part to send to my brother, as he is based in Pune? 2) Does he need to go to Bangalore sub-registrar to get POA registered or can he do the same in Pune? Property location = BLR and Brother location = Pune. kindly advice Note - i need option other than paying 5% or Travelling to India. Many many thanks Sid
