Terrace

I am the owner of the building. We have a terrace. We locked it earlier and gave the duplicate keys to everyone in the building. But it wasn't locked and maintained properly. Unknown visitors (Mainly friends of tenants are visiting the terrace at night hours mainly after 9 pm. They litter the terrace with plastics, food, cigarette buds, etc. We have informed the concerned tenant to clean them. But no attempt was done. As mentioned earlier, since the door was not locked, some miscreants have tried to steal Air Conditioning cables, pipes, etc from the terrace. Since nobody took the initiative to lock the door, I the homeowner locked the door and informed the same to tenants that the door will be opened and closed at a specific time due to safety reasons. Now some of them are heavily questioning me? I have given the duplicate keys to them earlier, and it was not maintained. Other apartments do not allow visitors to enter nor give access to the terrace. I have been lenient. What are my legal options to ensure that they allow the same?
