Shivaram Karanth Layout - BDA land acquisition of a DC converted layout [with NOC by BDA ]

We had purchased a plot in Shamarajapura in 2017 with DC conversion(No. ALN(NAY)SR/242/2014-15 and [deleted]) and BDA NOC ( BDA/SLO/LAC/1823/134/2014-15 and [deleted], BDA/Commissioner/48/2016/17 and 02/05/2016 o BDA/NOC/CON-147/197/16-17 and [deleted] ). This plot was registered in our name from the original owners. We have not received the Khata and the BDA office is not ready to provide us Khata and because of this we are not able to pay the taxes for the land.The said plot was notified by the BDA along with almost 3500 acres stretching across 17 villages in Bangalore North for Shivaram Karanth layout in 2008, after which the people fought the case against BDA. In 2013 the High Court of Karnataka rules in favour of the people and the plan was quashed and the lands denotified. After this the BDA appealed the case in Supreme court in 2016(No land owners had any knowledge of this appeal) and in 03 August 2018 the Supreme Court ruled in favour of BDA approving the layout and asking to acquire the land as soon as possible. Since 2008-2021 many private layouts with BDA NOC and DC conversion has come up in these villages and many people have purchased lands and built houses here with their life savings or with the help of loans. After 2018 till November 2020 no action was taken and now in November 2020 the Supreme Court reissued another order to appoint a committee to find out what the status of the land is and based on the people’s appeal appointed a 3 person committee JCC SKL to find out about structures and layouts that has come up. The committee has now set up a temporary office in a village to take documents for only structures that have come up since 2008-2018 which they say is legal and structures after 2018 is illegal. And they are not taking any documents pertaining plots or layouts. And in the past month the BDA officials have also been visiting sites where construction is happening including my site, issuing notices of demolition, but these notices do not have my name or the proper dimensions of the plot. Also these notices are mentioning that it is a revenue site, whereas we have proper documents for the BDA NOC and DC conversion. Our questions are these: 1. When there is a BDA NOC and DC conversion how can they say that the buildings constructed here is illegal and put a date on the legality of the building. 2. We have not received any notification for land Acquisition in 2018 or even in 2020 when the BDA claims to have sent the final notifications to site owners. How then can the BDA acquire the site? 3. The committee was appointed to get all the documents pertaining the land and how is that only structures are being considered? 4. They say that constructions on sanctioned layouts will be considered legal. It is the BDA themselves who are not providing us with the necessary documents even after legally registering the site. How then will we say it as sanctioned layouts?
