Parking facility issues, where tenant is parking and owner is not

I am living at the third floor of the property and since 2016 when the owner of 2nd floor had not let his floor on rent (that time our tenant was parking his car and there was no conflict for parking issue as the owner of 2nd floor was also parking his car with doing adjustment) but sooner or later when I personally shifted to my 3rd floor due to my inconvenience in studies at my parents house, I bought a car for my personal use as well, as it was necessary for me to go to college and further places regarding my work as well, but after my parking of the car the 2nd floor owner bought his clients for rent and he very badly talked and urged to remove our car from the residence, we sincerely removed our car as we don't like to fighting for puny issues and we are sincere enough to adjust, I thought our car would be safe out of our street but for many times after I placed my car out of the street it started getting new dents and scratches out of nowhere, and now his property is again, for around 1 month the tenant who was living for year has still not removed his car and property is vacant, I just want to know that whether is there any right of the tenant of any other floor to park his car when the owner of the other floor has already being parking his car for long, and if not they should remove it straight away or not?
