Landlord not issuing Rent Bill since 10 years

We have been staying in a rented flat since 20 years, the building was purchased by a new owner who decided to demolish the existing one (only one floor) and build a new one (five floors). Since, we moved into the building (post getting rebuilt), the landlord increased our rent to five times the existing rent, matching the rent with the new tenants. We disagreed which led to the landlord not taking any rent and hence, no rent slip. This has been going on since more than 8 years now. We have been trying hard to negotiate the rent but he is kind of adamant. The previous rent slip was in the name of my father and his three brothers, everyone staying joint. We moved out of the house in 2016 but one of my uncle is still staying in the house. My father and one of the uncle who had been trying hard to get the rent slip with a new rent agreement have both passed away. Landlord is still not ready to agree any reduction on rent, now he is also saying that if we pay the rent for all the years in full, he would give the new rent slip in the name of my two uncles only leaving my father and one of my uncle (passed away) out of the rent slip. Sorry for the detail post, I am just trying to find out if there is any chance of getting my father's share in the house, he had been trying hard all the years. Also, for my uncle who passed away leaving a young son and daughter alone. Thanks much.
