Demanding Money after Disbursment

Dear Experts, 03 Oct - Expression of Interest to purchase the property however some issue in accessing bank so relative deposited 1% token amount which was reverted back on 12 Nov by developer. Verbally agreed to give possession in December 14 Nov - Main applicant deposited token amount 1 % 12 Dec - Main applicant deposited Additional 8 % 19 Dec - Discussed that flat is not ready - we are okay to cancel - Representative informed you may loose 20 % ..everything is almost done , and possession will start in Feb or March , if you dont get the flat dont approve the disbursement 15 Jan - 1 % deposited ..to make up total contribution as 10 % 18 Jan - Agreement of sale executed 14 Jan - Demand letter has this date which seems to be wrong however explanation given as Bank person may visit the property and verify so it has earlier date . 03 Feb - Sales Agent notifies Main applicant by sending demand letter when questioned it was stated its been already handed over to Banker , generally we send to Banker 16 Feb - Disbursement cheque was issued by bank 20 Feb - Visit to sales office , property will be handed over in 10 Days 4 March - First you need to pay the maintenance for 24 Months in cash and then we will give you the property in 7 days ..minor work ..final inspection etc 8 March- Main Applicant visits the office but representative not available 9 March - Another agent calls and says there is Penalty for delay and directs to some other agent 12 March - Main applicant visits the office to find out matter and this other agent arrogantly refuses to talk and asks for 1 Month Penalty in Cash with 2% Interest rate p/m for 90 % of amount stating when did you started sincerely abt this flat ?- it was explained to him we have followed timelines and delay in registration was always communicated ..it was never informed abt such penalty for any delay ..its an additional burden and could you please show me such notice and provide calculations on official letter head . Representative says if you ask for such document you will need to pay 3 months of Interest 13 March - Called Sales office - again refused to talk and stated we will send all documents on Monday 14 March - Monday - Received nothing 15 March - waiting ....stressed ..confused what went wrong , where and why ...Can he issue such back dated penalty where agreement of sale was even not done. Is there any such provision under Maharera ? Discussed with friends but equally feared as well that things might go wrong if we speak that we will issue legal notice
