School giving notice to struck off name and stop online classes

All TUITION FEES is paid upto November 2021 but school is demanding for development fund for last year 2020-21 and also current session. Sending demand again and again. What is Supreme Court's verdict on development and annual fund etc. except tuition fees?? Please help. Part of mail sent by school : 6. In such circumstances, please be informed that: I. There is a provision under rule 35 in DSEAR, 1973, i.e. the name of the ward may be struck off from the rolls of the school, in case, the dues (fees) are not deposited within the scheduled time. II. The last chance is being given to you in the interest of your ward through this letter to deposit the dues (fees) by 21/Dec/2021 so as to avoid striking off is/her name from the School's roll. III. Please be informed if dues (fees) as mentioned above are not deposited by 21/Dec/2021name of your ward will be struck off from the rolls of the school and your ward will not be allowed to attend the online classes. Please be further informed that : a. In case, the name of your ward is struck off from the rolls of the school on account of nonpayment of pending dues (fees), you shall be solely responsible for this act of your part. b. Thereafter, your ward will not be allowed to attend the School/ online classes.
