I have flat at Indirapuram, Ghaziabad

I have purchased this flat in 2011 and used till date without any issues. However society electrical meter is on the name of earlier owner as I don't opt the name change in Society records as Society was asking Rs. 10,0000 to change the name in records other wise every thing else is smooth e.g. maintenance charge, electricity bill etc on previous owner name. In recent years Society has joined "Apartment Owners Association" and ask every flat owner to pay 1% of Flat Sell value to RWA to get NOC to allow them to sale the flat and Rs. 1000 from Buyer (New Owner) to change their name in Society records (private electrical meter only) while Property tax and water tax is already on my name. Now I have following queries to proceed the sale of my flat : 1. Do am I bye-law obliged to pay 1% of Flat Sale value to RWA while property Registration don't call any such documents as part of registration or any other place. 2. Do I really need to change my name in Society records before I sell my flats and pay Rs. 10,000 while cost to new Owners now is Rs. 1000 Only. Please guide as per law and any previous judgement in such cases. Thanks & regards
