Interim Maintenance - Spousal

I was awarded Interim spousal maintenance in 2018. My husband has been delinquent since then by paying the most minimal amount every month, some months no payments. I filed a contempt application and had the hearing on the 9th of June 2021. The Judge did not want to grand the W/A order at that point, in consideration of his age (71). The judge ordered that he was to pay the arrears and we had to convene a pre-trial conference with the aim of resolving the pending divorce action and/or the contempt application within 14 days or soon thereafter - meeting never took place, husband pleaded illness. All arrears were settled by freezing his bank account and annexed the money. He immediately fell back into not paying. My legal costs have outweighed the received maintenance amount. He is the application in the divorce matter but he has not taken the matter further. Apparently, we are now required to do a supplementary application, but I have exhausted all funds out of my pension money. Question: As the Applicant, he is required to submit a settlement proposal first, and not the Defendant? Thank you
