Administrator rights vs Society member rights

I'm part of society which is taken over by administrator as per direction of Registrar as existing managing committee resigned directly to registar without informing society members. Managing committee member nether held Agm in last 4 year nor given any report or audit happened in that duration and balance was almost nil in society account except few FD most of them rented out their flat and left the building(almost easy escape). So my 1st question how can we make them answer or liable? As administrator is appointed he told which documents from previous committee (many things he didn't get as he confirmed) and as i can see he is doing some efforts to collect the pending maintenance (which is good) apart from that he is not transparent enough to let us know which action he is going to do previous committee as because of them whole building is suffering (they made us to reach in this condition as we are struggling to pay basic expenses like light bill, water bill etc as no bank balance is there but somehow we are managing to collecting pending maintenance) Administrator is not transparent in his activities and he is not asking for quotations before finalising any work and also not taking most of society member in confidence. His literal words were you can help me but can't ask details of my expenses. Now my 2nd question administrator have the rights or not to take decision of expenses against society member will until or unless new committee formed?
