Society demanding water charge payment for non-occupied flat

I have a flat in Bangalore. I have left it unoccupied for the past 9 years. Until 2019 I would visit Bangalore and stay in my flat for 3-4 weeks a year. Now since June 2019 the flat is unoccupied. Due to water issues in Bangalore, our main source of water is tanker water. We haven't received Kavery Water supply yet in our Apartment. Until 2017 we would require 30 tankers (6000 litres per tanker) of water per day. Due to this almost 30% of the maintenance which was anywhere between Rs. 1800- Rs. 2200 per month was going towards water charges. With some measures the tankers requirement per day is down to 20 now. I've been insisting on water meters per flat since 2012 but the managing committee comes up with some reason or the other for deferring it. The MC from 2019 even got majority votes from residents to get per flat water meters implemented. But, the MC from 2020 reversed the owners mandate stated various reasons for not pursuing flat wise water meters. Instead they installed single meter for each block (we have 6 blocks in the complex) and worked a proposal to divide the cost equally among the flats in the block. Which is far from being a right way as water is a utility just like electricity and flats should pay based on usage. Now, for the past quarter they separated the water charges from maintenance and are billing owners separately. I have not paid the water charges and will not pay this amount as my flat is unoccupied and no water is consumed by my flat. I have proof of un-occupancy with my electricity bill. Despite polite request for withdrawal of these water charges, the MC has put me in the defaulters list. For all these years I have never defaulted on any payment. All maintenance and amenities charges have been paid before due date. The only amount I have not paid is water charges because I'm not using it. What are the legal implications in this case? How can I protect and safeguard my stand on this? Are there any issues I can face when selling the flat? Please advice. Thanks
