Trouble by society issuing share certificate

I am a resident of Goa and my grandfather had given a plot for development (Construction of building). My grandfather passed away in 2003 and in 2004 society was formed. None of the legal heir has membership in the society but the flats were given on rent by my uncle and tenants were paying the maintenance dues. (Conveyence deed of society is not done) In 2019 after we got possession of flat through legal proceedings, we went to society and requested them to issue the fresh share certificate. But treasurer is saying we will have to clear the maintenance dues pending and he had clubbed the pending dues of all 3 flats. He is dividing total maintenance dues into 3 and asking us to pay 1/3 of the total amount. When we contacted the tenant who used to stay in the flat, he said all dues are cleared and provided us the receipts. Additionally the treasurer is asking us to pay 5000 more as an amount to transfer of shares. Can section 101 be imposed on us when none of us were members of the society and necessary membership formalities were not done? Since we nor my grandfather was not a member of society, and we not being issued share certificate, does society has right to demand any maintenance? Are we suppose to pay for transfer of shares? As per the bylaws, when there is family transfer there is no amount required to be paid.
