Illegal transfer and sale of property

My 3 brothers and mother had equal share of 25% each in agricultural land in Uttar Pradesh - transferred in their names following my fathers death in 1984.. In 2016, They all agreed that my mother could give her share of 25% to her two daughter - myself and my sister. Since my mother was an NRI living with my sister in US and four of us siblings are US citizens, she wrote a will recording that her share of land in India should be given to her 2 daughters since each of the sons already had 25% of share of the land in their own names. The will was duly notarized and recorded in her domicile state in the US and at the Indian consulate in May, 2016. Following my mothers death in January 2020 in the US, unbeknownst to us - the two daughters, the three sons got the mothers share transferred in their names in India by giving her death certificate and recently also sold (likely through POA), to a cousin in India, despite all of them being told that a will exists in favor of the two daughters. 1)What’s our - the two sisters, recourse in US against the two brothers who have already got the sale proceeds in US from India and are US citizens. 2)What’s our recourse in India against the one brother who is an Indian citizen.
