Vehicle Accident and Covid19

My uncle and his wife were tested positive for Covid-19 on the 11th of April 2021 in Hyderabad. Both of them had oxygen levels less than 90. After trying in multiple hospitals and continuous denial, he rushed my aunt to a hospital very far from their house. The hospital did not admit my uncle as he did not need an oxygen cylinder, and heavy breathing would suffice. On his way back home, he felt breathless for a moment and turned on the AC. In that fraction of a second, he hit a two-wheeler. The pillion rider of the vehicle was injured but was not unconscious, and the rider was not wearing a helmet. My uncle then stopped the car and took them to the hospital. However, he did not reveal that he hit them - the reason was two-fold. The people seemed violent, and a prolonged discussion with them would increase their chance of getting infected. After dropping them in the same hospital - where his wife was admitted - he stayed in the car with a nebulizer for some time and gathered the courage to meet the victims. It turns out that they left the hospital and no casualty was there. Two weeks later, a constable comes home to seize the vehicle. The victim party arrived to the station and claimed to have occurred an expense of One Lac Sixty Thousand rupees. They outright refused to come to the insurance company office with us. The mutual agreement has not yet been signed. What can be the legal proceedings in this case.
