Tenant staying for 21 years

Hello, Property details : one portion House (For ownuse) + 3 shops. Can the tenant staying in a shop for more than 21 years claim rights to the property wen the agreement was basically not executed with present tenant but with his brother & after sometime with mutual understanding the tenant (who is presently staying) has occupied the shop & continues to stay with doing business which is not mentioned in agreement ? My father has signed a 11 month agreement with the tenant which was not renewed again from past 21 years but 6 years back the ownership of same property was got transfered from my father's name into my name. Now at present we are planning to do construction so we & remaining 2 shops tenants has already vacated premises but 1 shop tenant is refusing to vacate & he is demanding for an agreement in writing to get shop for rent in future. If so, how can I safeguard my interests as a Landlord? I don't want to give him shop again due to his fraud behaviour. Looking for suggestion. My property is located in Bangalore.
