Individual electric meter not yet installed by builder

Out of around 1400 flats in 13 buildings, the builder has not yet installed individual electric meters in around 140 flats located in 4 buildings, to whom he is still providing electricity through common electric meters in his own name, although he has collected Rs.50,000 from each owner as Electric Meter Deposit in Agreement to Sale more than 10 years ago. Very often, electricity gets discontinued in these flats due to non-payment or delay in payment of electric bills by the builder under some pretext or the other or sheer callousness, whereas all other flats where individual meters have got installed are facing no such problem, leaving us at his mercy always. My question is:- 1. How can these flat owners compel builder to install their individual elecric meters as no Society has been formed due to no OC/CC yet? 2. Since builder has not arranged any new electric meter installation in the last 2 years for unexplained reasons, can an individual flat owner approach MSEDCL directly for such installation?
