Settlement of a Agricultural land to an OCI, from father to son

Hello There, I was born and brought up in India, I moved to Canada for my work and have acquired Canadian citizenship, I also hold an OCI card. I recently moved back to India due to my father and mother's health, during which my father wishes to transfer his agricultural property to my name by the way of a settlement deed or a will. I also have two elder sisters who are married and are interested in the property. My father wishes to give 25% to each of my two sisters and 50% in my name. But my sisters are not happy with the partition. so my father is a bit worried that if he writes a will, I might run into issues when it is time to probate the will. so he is more inclined on writing a settlement or a gift deed, but we came across a FAQ of the RBI that says an NRI/OCI cannot acquire agricultural land by the means of a GIFT deed. https://www.rbi.org.in/commonperson/English/Scripts/FAQs.aspx?Id=1855#Q1 So my question is: 1. can a settlement deed be made to transfer the rights of an Agricultural property to an OCI cardholder (from father to son)? 2. can a property be inherited through a settlement deed? or should it be done only through a will?
