Refund of Token money paid for property without BBA

I and my sister paid Rs 99000/- each (total of Rs 1,98,000/-) as a token money at the time of submitting application on 7th Feb 2021 to book a flat each with Signature Global Park 2 & 3, Sohna, South of Gurugram, Haryana. The payment happened on persistence of the realtionship manager (third party agent) who did not even give time to go through proper site seeing and clauses in the application form. The very next day on reconsidering several aspects, we decided to cancel the application and wrote ti their customer care section. The same was communicated to the third party relationship manager who tried to persude us not to cancel. However, we have maintained our decision to cancel and have been writing to them since 8th Feb. 2021. Now they are saying the entire amount will be forefeited. My question is how can we forefeit the amount when we have not signed the BBA, the legal agreement on payment of 10% of the price? Isn't it violation of the RERA rule on part of the builder? On what ground can they forefeit it ? Please advice.
