BWSSB charges collected by builder but refusing to pay for Cauvery water connection fee

Hello Experts Builder collected 175 psf from residents under : "KEB and BWSSB charges" (3.33% of flat cost) but now is refusing to pay for the cauvery water connection fee proposed by BWSSB. We've sent an email to the builder requesting to either deposit the cauvery water connection fee amount directly to BWSSB ELSE builder can transfer the same amount to RWA's account Instead of replying over email, builder's representative informed over call that the "KEB and BWSSB" collection was towards below and not for the Cauvery water connection. - borewell - STP - Obtaining NOCs from multiple administrative departments For KEB charges we got BESCOM connection and we believe its fair of us to expect the cauvery water connection under BWSSB charges already paid by us to the builder. We'll be sending a registered post ((with Acknowledgement receiving)) on the RWA letter head to the builder so that he is officially notified of our request but he may try to avoid it. 1. Is our request for cauvery water connection justified under BWSSB charges already piad to builder by us ? 2. Before approaching the Consumer (or Civil) Court, what all documents should be keep ready with us ? Regards Kuldeep
