Buying 3rd floor(Stilt Parking + G + 3 ) Apartment with one unit in each floor 40*60 Site dimension

Hello, I am interested in buying an apartment built on A Khata (40*60 site) by the builder. The building in discussion has Stilt parking + Ground + First + Second + Third floor with single unit in each floor. (in total 4 units). Its in Bangalore. I am interested in third floor. As per the sanction plan sent by the builder I see only Stilt parking + Ground + First + Second is approved. Also i see some minor violations in offsets that are left. Will my purchase of 3rd floor be unsafe? Should i instead be going for 2nd floor? If the building has deviations will the entire structure be considered illegal or only that floor and the penalty has to be borne by the occupant of that floor only ? The builder is saying he can get a DC order and also get a Khata done for the flat. What does that mean. Can I have problems in the future like Demolition or will it be a penalty only? Can I have problems while selling. I understand Sakram Akrama is in Honourable Supreme Court will these kind of deviations be regularized with penalty if Sakrama Akrama comes into effect later ? I see in the same road many more such structures all with G + 3 concept ! Can some please shed some light on this? Regards, Naveen
